Yep, I totally get that. Not sure how they could get someone to work if that person's trying to collect Social Security. Social Security is usually reserved for those with severe handicaps that cannot work or for the retired that have paid into the system their entire working lives. Those two categories, as much as they might want to, cannot work.
On the other side of the coin, there's a lot to be said for a little mandatory service, especially if they're seriously going to institute "free college". Say, a two year hitch in the military branch of your choice or AmericaCorps or some other program. Finish that stint, then you get your four years of tuition or trade school or whatever they come up with. Hell, I did 22 years just to get a four year degree :)
