Anarchy being the lack of government would make me think it’s nowhere near totalitarianism or fascism.

Ever hear of the Horseshoe Theory? I'm suggesting that fascism is when the difference between "law" and "crime" breaks down, and thus the difference between "government" and a lack of "government."
