Even though I agree with your comment in spirit... I would bet since this is a private company they will be able to deny service if they like. Like the "No shirt no shoes" thing. Even though they make people do wedding cakes no matter what.
Yeah, but that only applies to people who violate this simple rule. To my knowledge, they haven't violated any terms of service, so what Twitter are doing is essentially discrimination.
