It is incredibly suspicious, and I actually am inclined to believe that he is IncognitoGuy's alt.

However, I don't have enough reasonable evidence to prove it or make the decision that that's what he'd be guilty of, so for now, I'll have to leave it as a suspicion and say that he's innocent.
