Maricopa County Refuses to Comply with Subpoena

I'm reading here that they're fighting the subpoena in court.

You're allowed to do that. If the subpoena is too broad or violates some other kind of data protection, you're allowed to contest the decision to subpoena.

Non-compliance would be to just blow it off entirely. So. You're not being honest with this.

There is no legal way to fight a subpoena.

Grounds for objecting to a subpoena include but are not limited to:

If it were improperly served
If its scope is inappropriate
If the information it requests is confidential
If it violates your Fifth Amendment right not to incriminate yourself

If the prosecution has a very tight case, most subpoenas are upheld. But. You guys have thus far run a very terrible case.
