The correct grammar would actually be the boys and me. I using proper grammar is incorrect, so the boys and I is incorrect, the correct way would actually be the boys and me

I do, however, see your point. The meme is a fragment because this guy uses the infinitive of use instead of the actual verb. It should have said “use” or “Using proper grammar with the boys is cool” or “The boys and I are using proper grammar.”

Did you mean "me and the boys"? I thought if you were talking about you and others (plural), you would say "me and the (plural noun)". If it was singular, you would say "(noun) and I...".
