The budget of DC is controlled by congress, but citizens of DC are not given voting representation in congress.

They also vote heavy blue which would translate to more electoral votes. They won’t get statehood and neither would Puerto Rico for the same reason.

then the GOP should work harder at gaining their votes.

I feel like if DC and Puerto Rico became states the GOP would adjust their platform, find different wedge issues and in a couple of years we would have the same almost 50/50 split again.
