The reason the US didn't treat the Cubans like the Filipinos cuz the US wanted to protect it's businesses in Cuba that's why they liberated it against the Spanish. They didn't annex Cuba but Cuba was highly and heavily influenced by the US and both countries did some treaties. But the US annexed the Philippines in order to extend American influence in Asia.
