Not too much effort, two images on top of a template, added a "Welcome to" caption. It's a spoof of a meme that was on the front page of the politics stream about a year ago.

The image owner deleted the original but I saved a copy on my phone a long time ago and have reused it a few times.

Not sure about how to become a Global Moderator, I don't think there have been any new ones added since I started on Imgflip.

Becoming a fun stream mod is the same as any other stream, the stream owner sends you an invite if they want to add you as a Moderator.

May ik who is the owner if I don’t mind and low key, I thought that the fun stream was owned by imgflip

Currently, the Stream Owner(s) for streams created by Imgflip aren't listed publicly. I don't think I've ever told any user that info.
