The reasoning in that article is ludicrous.
It hasn't been done yet - Yeah, some states allow it, but no insurance company has tried it. Not a valid reason it won't work.
Difficult to build up networks - Yeah, it will but once you do it, you'll be able to provide more affordable healthcare.
If its repealed, you'll lose money - Not really, you'll gain all the customers in your state and lose the ones in the states you were competing in, a net balance.
What it would do is make most insurance companies re-locate to the most favorable state, thus driving down prices for everyone.
What would be even better would be to deregulate everything. Then the competition would drive down the costs.
