Although Latin is the language of the church it is not a requirement to know how to speak it fluently, it is recommended to learn small amounts or more because people often use Latin during mass

There is no debate, strictly speaking; pius x regularized the Italian Latin pronunciation (what today is known as ecclesiastical) in the beginning of the 20th C. Not sure if the legislation is still in effect; I'm sure it's been countermanded at some point. You can pronounce it however you like; it's like asking about the British vs. American pronunciation.
