I don't think so, because light particles would still be reflecting off the particles in the water. Additionally, the farther the light has to travel to reach something to reflect off of (rocks, coral, other fish), the more color it loses as it passes through the water. I suppose if this was referring to the midnight zone in the deep ocean, this would be true, but only because there is no light to illuminate anything. It's also worth a mention that many fish (the bull shark for example) have very poor eye sight, but this does not leave that a disadvantage because the opacity of the water puts the competition equally handicapped.
