The Republicans were not the “conservative” Party back then, so TR would have had no occasion to say something like that.

There was no real “conservative” party back then. There were conservative and progressive elements in both the Republican and Democratic parties, and there was not the ideological hyperpartisanship that exists today.

And quote after quote I’ve posted here indicates TR was firmly on the progressive side of the Republican Party.

The quote may be attributed incorrectly. Here let me correct it.
