It depends on what the outcome is if you declare someone died of the kung flu.
If you're incentivized to increase false positives, like a gov. kickback or to make someone look bad, then you're going to check that box for every dead body.
But if you need to make it sound like the disease is going away, like China/N. Korea then you're going to cover up every case of it you can.
No matter how much information comes out on this we will never truly know what the true number of worldwide deaths are.
