That very well could be where the eagle pauldron came from, but Homelander's derived from a combo of Captain America and Superman, just like Major Glory (they even share the patriotism-themed name and the red and white striped cloak).
Plus Garth - Homelander's creator - hates superheroes and seems like the kind of person who'd like Judge Dredd since he's a huge Punisher fanboy; so I don't think he'd base his story's villain on Dredd.
