While anyone can make a mistake, I think it's also fair to expect the President of the United States to know that Puerto Rico is not a State and therefore has no voting rights. As a Republican he is supposed to pretend as part of their Party Platform that he actually wants to grant them Statehood, but then block it in practice because Republicans understand that Puerto Rico would likely vote Democrat if they could.
