Palpatine: has tons of training in the force, master of sith arts, tore down a republic from the inside, built an empire, cheated death, killed a whole Jedi order, and has the ability to disable multiple ships using only sith lightning

Rey: Maybe one year of force training and being a woman in a Disney film with plot armor: kills Palpatine first try.
