Well in halo 2, you see him become the arbiter after he betrayed the covenant, and then he allies with chief after confronting the gravemind
And then halo 3 happens, and he was gone in halo 4, he comes back in halo 5, and he might be in halo infinite

ok but i always question how master cheif in that ship in halo 4 and why did the arbiter leave?

The arbiter was at the funeral at the end, and the forward unto dawn was the ship that got cut in half, and the half chief was on was floating in space for like 9 years

At the end of halo 3, the human and covenant war ended, and they had a funeral for everyone who was lost in it, and chief was one of the people who was thought dead
But the forward unto dawn, the frigate that got cut it half at the end of halo 3 by the portal, the arbiter’s half landed on Earth, then they has the funeral, but Chief wasn’t dead, he was lost in space till halo 4
