It was added before I could update it with the appropriate title.

The point of the meme is to compare the UK situation with the US situation in regards to the black community.
Problems within the US black community are traditionally blamed on factors such as slavery, segregation laws and systemic racism-- yet when you take any other black community which existed without those issues, the results are the same.
Ergo, the cause of issues in the black community are not the ones being claimed.

Now it makes total sense, HUGE upvote!!! here in america if you say make better life choices, the Left goes F-ing nuts...we also have a situation where 6% of the population commit 50% of the murders & BLM wonders why there are police in there neighborhoods............................................

The cause is the culture that most of them have. Its the rap, drug dealing, shoot your enemies, spend time in jail, treat women like sex objects culture.

one of the biggest causes, in the UK at least, is the availability of welfare and the readiness of people to accept it without seeking to better themselves

The willingness to accept welfare comes from the rap culture of taking whatever you can regardless of how you get it. Basically criminal behavior.
