Slowing down absentee ballots isn't the only way trumputin's rigging the election. They're recruiting right wing terrorists to intimidate voters at the polls, they're purging voter rolls, and they're spreading propaganda and lies via the Internet, etc. I've even heard of electronic voting machines changing votes from Democrat to Republican. The fact is, Biden probably will "lose."
