No. Not correct.

The bill makes a small exception for people convicted - CONVICTED, so they were guilty of something illegal and punished for it - so that they don't have to be on the sex offenders register if that is their only crime and they were themselves under 21 at the time.

But they were still convicted. In other words, there's nothing "makes it legal" about it. Your false information is a desperate ploy.
