You left out a key word, "premeditated". So unless cops are getting up every day already thinking "hey, imma go kill somebody today" then they aren't committing murder. Any officer that actually does kill someone unlawfully (it happens unfortunately, albeit much less often than media portrays) then they are most likely guilty of manslaughter, not murder. Most officers get up each day and pray that they DON'T have to kill anyone.
