I agree with you 100% Your questions were the exact questions I had. Where did he get the gun did he cross state lines with the gun. If he got the gun in Wisconsin whoever gave him the gun is liable. If he crossed state lines and took it to Illinois that is a Federal Offense immediately because it is trafficking an illegal firearm. I mean the rabbit hole is deep. AND exactly his parents should have been doing their part.
