If he thought there would only be 15 cases in the USA why would he shut down flights from a country, start a task force, build 5 hospitals that New York's corrupt governor never bothered to use, start ramping up vaccine research, fast tracking approvals, forming public private partnerships to ramp up PPE production, declare a state of emergency??
