Bruce Wayne in The Dark Knight Rises didn't quit being Batman becuase of Rachel's death, it was because of The Dent Act rendereing him unneeded. He never meant to be Batman for the rest of his life, to be a symbol of hope for the police and people to make organized crime diminish. Rachel's death affected him emotionally but it's not why he retired.
