To an extent... Their criminal payout structure is roughly 72% compared to the average male criminal. Often as not they are positioned directly underneath a male crime boss as well, which works well for the crime boss - but keeps women in crime consistently at a lower maximum payout. Its not right - but its hard to make any laws that would change it - because criminals don't follow the law.
