The victim gets punished and the bully walks scot-free because that is the lesson schools teach. Later it serves governments to have an obedient population who feels completely defeated and powerless against the actions of the elite.

There are levels of bullying. Typically it starts verbally and ends up physical. Schools worry when there is a physical problem - because its tangible.

"Sticks and stones may break my bones -but words will never hurt me" mentality. If you don't think words hurt - you've never had a sign fall on you.
