No they aren't. The decrease in violence happened immediately after federal agents withdrawing from the scene. You think mass arrests (I doubt there are mass arrests anyway) will deter riots from happening? Hell, they've been beaten, tear gassed and shot with with pepper balls. The fact that rioters will be arrested barely fazes them. After all, they know very well that their behavior is illegal.

with the federal officers leaving....the agreement was that the local police must do their job..the governors and mayors hand were forced...so yes...the arrests will happen
