well technically votes aren't rigged. It would be an extremely long process and they would have to check if they are human or not, or dead. Watch john oliver's video on voting by mail for facts.

You can call it what you want. I just saw a news story where they tested the mail system by sending in 100 votes (for a fake election) and got 97 of them back. That means 3% get lost in the mail. Then there are the millions getting sent out to dead people, cats, etc...etc...
