What does who qualifies matter? They are using the same classroom facilities and adult supervision. What’s the difference between that and having classes?

Because it's much easier to enforce health protocols for six children than it is with thirty.
IN ONE SCHOOL DISTRICT IN CALIFORNIA THEY SAID THEY COULD NOT OPEN TO HOLD CLASSES; THE SAME SCHOOL DISTRICT IS OFFERING CHILD CARE FROM 8 TO 5 IN THE SAME CLASSROOMS.
