The constitution specifically gives government the power to collect taxes for the purpose of providing general welfare, or the social needs of its citizens.

"General welfare" does not mean the Welfare program or the safety net.
Heck, it was during the Great Depression that administration of that went from towns and individual States to Federal. And when it was local it used to be chiefly money raised by Churches and charities. Since that wasn't always administered fairly or evenly, and funds were running low on account of the economy being shot, FDR stepped in and took the reigns.
