Aight, bout this: Troopers will protect high value streams like Memes Overload, Government etc. While the PLAIF since they have more people, protect the lesser but plentiful lesser value streams?

Go ahead, but both Armies will operate in all streams, just Troopers will be the main source in higher value streams and PLAIF will be the main source in medium to low value streams.
