Exodus 20:5
you shall not bow down to them nor serve them
The context of the verse is in regards to idolatry, not the mere existence of representation.

Sculptures are fine:
Numbers 21:8 The Lord said to Moses, “Make a snake and put it up on a pole; anyone who is bitten can look at it and live.” 9 So Moses made a bronze snake and put it up on a pole. Then when anyone was bitten by a snake and looked at the bronze snake, they lived.
but Idolatry is not:
Exodus 32:8
They have been quick to turn away from what I commanded them and have made themselves an idol cast in the shape of a calf.
