I'd also like to know why he and Pence weren't briefed on this when the intel services confirmed it back in March.

I heard they were briefed.

The NYT reports they were briefed in March.

Of course, Trump says he nor Pence were briefed. (but who cares what he says).

Director of National Intelligence John Ratcliffe has said in a personal statement that Trump nor Pence were briefed on this.

However, the Office of DNI, the Defense Department, the State Department, and the CIA have not responded to that question.

Is Ratcliffe a trump appointee?

Yes. He was confirmed in May. So, he wasn't around when this happened in March. AND it's a personal statement, not an official one. Which I think has legal stuff involved like the person can be wrong but the office has to be 100% accurate or the law gets involved.
