Every contractor I've ever hired has built me one like that. It must be in the union contract or something.

If it was built like that to start with, they may have hit obstacles underneath (and were not able -- or too lazy -- to remove them)... If it became that way over time, it might have frost-heaved (assuming there is a climate where it can freeze).

Being serious: I think the sewage system is giving the drain structure and preventing it to sink as much as the surrounding ground over time.
