So, what you are suggesting is the drunk assailant with a taser (and fired it at police), who violently beat his wife and kids and was on probation, should have been let go? I think MADD, domestic violence groups, and law-abiding citizens might disagree. Here's an idea. Don't fight or assault police when drunk, try to escape, and shoot a taser at them. I know it's radical. But give it a try.

By comparison in Germany, the behaviour of the police officers would have been punished as "insidious murder in office". Someone who turns his back on you is considered "defenseless" and police officers always have to exhaust all other possibilities before a fatal shot is fired. But the German constitution grants all people a basic right to life - the American constitution does not.
