Secondly, I think you misunderstand the idea of converting funds from police to other community workers. The idea is that social workers are readily available, and helping struggling people, before they commit crimes. Therefore police are not readily needed. They will still be needed, as crime is not disappearing.
Dispatching a councilor on a 911 call is nonsense.
Defunding police is also about demilitarizing the police. Something that has it's roots in combating militias. Pay officers more, arm them less.
