No, those activities define people using the cover of BLM for rioting, looting, taking hostages, and general unrest as rioters, looters, hostages takers, and fomenters of general unrest.

The activities of a terror group, whether you like it or not, would be more organized, sponsored by a centralized outfit, not the spontaneous acts of thugs or infiltrators - the latter of which include what could possibly be defined as coming from terrorist groups both Left & Right Wing.
