No-one owns it, it just automatically goes in. If you ever owned a stream you'd see the option to just let everything in. Or the actual Imgflip owns it.

There is around 10 mods that get paid to do it and they spend most of the day approving, dissaproving etc, there is some community mods that spend a lot of time but not as much and dont get paid

I only know Acuity12, which is a global mod, and OlympianProduct and AndrewFinlayson, both of them are community mods, you can ask them for more info
