After doing a little research, not like advanced research but just surface level google search...
What happened was that prisons were going under lockdown procedures and they were worried that those who were soon to be released in the coming months would have to stay in prison longer than their sentences required. So, rather than keeping them longer and risk the government being sued for cruel and unusual punishment, the opted to release the prisoners who were already scheduled to be released the next few months under parole.
