Actually, the answer is the reverse of what you think. The government is required to be religion neutral when enforcing rules. If it had a rule that let groups assemble for public discussions on land use, but told churches to suspend gatherings to control the spread of disease, that would violate the Constitution, as its application in times of emergency, have been interpreted. In the same vein, to allow large church gatherings when others are restricted, just because they are churches is not an equal application of the state's right and responsibility to protect its citizens. The courrts have ruled that reasonable, temporary restrictions on our rights to protect the public are legal. Think of Martial Law, for example.
