Oh no, it's not all of his fault, all the presidents in the last forty years did not have a pandemic preparation plan. Now although I cannot find a source for this I remember this well, all of the last 4 presidents before Trump did cut down the CDC's funding. But Trump in his first year of presidency funded the CDC.
