You are correct, they are not looking at, nor relying on the science. If they were, they'd at least admit that rural areas in states with low population density, can open up immediately.
Why should states with fewer than 100 deaths (there are 17, according to CDC data) attributed to this virus, be locked down like Di Blasio's New York City?
Even in larger states, like here in California, why should counties with both cases and deaths in the single digits, be treated the same as those like Santa Clara county, with around 100 deaths (a number I believe that's almost totally flattened out as of today's date.)
