Most states are sucker states so what you’re saying isn’t entirely an accurate statement either. The top ten states with fed taxes paid, in order: CA, NY, TX, FL, IL, NJ, PA, MA, WA, VA...and, combined, those states pay more federal taxes than the next forty combined.
If memory serves, the only donor states now are NY, NJ, MA, CT, and IL. California spent years on the donor list and only recently came off it, but as it stands, the paying/receiving is pretty much a wash.
Not that I give a damn about them, but Vermont has the second smallest population in the US. Their federal taxes paid is about $2.5 billion vs $2.85 billion received, or for every dollar spent, they get $1.14 back. Using percentages instead of actual numbers make it look worse than it is.
