I guess one of the reasons it's not popular is because it's not Japanese, it's Korean. And there's a crap ton of things going on there, especially North Korea.

Another reason why it isn't popular is because it's a kids anime. (If you don't believe me, it's on the kids selection on Netflix)
The anime that most anime fans watch are usually mature and more for older teens.
A kids anime isn't really a weeb/okatu's anime, so they are usually ignored. (Unless it's a long running anime, such as Pokemon, then it's remembered, but other then that, they're left in the closet forgotten about.)

I think that's because it's a mahou shoujo (magical girl) anime. Yes, it's a kids anime, but it would have a fandom because there are some fans who like something a bit more Sailor Moon'ish.
(You know, something that isn't a Madoka Magica rip off for once...)
