Yes, I would consider them smart. Morally upstanding? That depends. I personally have taken this as an opportunity to buy stocks at a low price and wait till the economy rebounds. It is a smart move and it doesn't deprive other people of their needs. Now if someone were to profit off of this but at the cost of other people's suffering, that would be over the line. That doesn't necessarily apply just to money either (think about the politics behind a lot of the decisions being made).

Depends. There's nothing really wrong in investing in companies that stand to benefit from the virus. Or selling goods and services people need right now.

Hoarding scarce supplies and selling them at a mark-up isn't very cash money though. That's not really an economically productive activity, just rent-seeking behavior.
