What, not who. Kyubi/Kitsunes are, well, the Japanese folklore fox they are referring to. They're nine-tailed foxes with magical powers, the most notorious being one named Tamamo No Mae. Though I was specifically referring to the Yo-kai Watch variant of the myth. (See attached image)
