Fun fact, the original dictators of ancient Rome DID give back the liberties after their 6-month mandate was done. Every dictatorship for 500 years. They ACTUALLY respected the expectation of stepping down from power. We cannot get our head around that idea these days, but governments used to HAPPILY reinstate freedoms and civil liberties after a crisis.
