It does require big brain thinking to reject the notion that prisoners in cells are more socially distanced from one another, than to just turn them loose on the streets and have them go wherever they want. Never having been in prison, I suppose they do put more than one in a cell in some jails/prisons, so that has to be taken into consideration when deciding to turn them loose into the general public.
