Congress doesn't control the economy, and the economy doesn't directly fund government programs. That money is first collected in taxes.

The economy can be rapidly affected by the execution of laws (the job of the executive branch). This is how the executive can make such a rapid change by merely mentioning a reduction in payroll tax.

Trump can't appropriate funds, only the Congress can do that.
